Rather than using a database I would write an XML file to store the tree
structure.
Since it is already in a hierarchal format it wouldn't be very difficult to
transpose it to the browser.
and if you were just supporting IE browsers you could just have the browser
render the file, but that isn't too likely.

This wouldn't be a bad idea for some sites that are very large and all the
pages look the same. Or sites that have sections that are seperated from
each other, like microsoft.com where you could be in the Windows section of
the site or you could be in the Office section. It is sometimes confusing
after clicking through a few links to figure out exactly where you are. In
this situation it would be nice to see that if you navigated to the Windows
section the index page of that section would display as a top level element
in the tree structure then everything below it would be a child of that and
if you went to the Office section that would become a new top level element.

This might be really kewl as a plugin or something that you can turn on or
off in your browser and would work for any site. Kinda like the little
search frame in IE.
