Are you sure about that, Gary?  DNS resolution has nothing to do with Apache.
localhost has been an established domain name resolving to 127.0.0.1, the
loopback IP address, since the early days of the web:

http://www.landfield.com/rfcs/rfc2606.html

There is no reason why replacing a domain name with its corresponding IP
address would make a difference within Apache's configuration.
