unless ie was caching it, in which case you'd still have the formatting from the local copy of the stylesheet.

bingo! there's the problem right there. you're most likely dealing with a server that's not returning the correct mime-type for .css files.
what's the full url to the stylesheet? with that i can help diagnose your problem.
