Depends entirely on:

1) Who is using the site
2) What goal the the person is trying to achieve
3) How the task is presented

There are plenty of hypotheticals that can be presented in which
initiating a download may preferable to viewing a document inside the
browser. There may also be situations in which giving the person a
choice is the better than forcing an immediate view or immediate download.

- - Download for later?

What amazes me is that so many sites just do one of the above rather
than offer a choice.
