While going through your explanation using Op6+ on Win2K, “Test #2”
solution:

margin-right: -15px;
margin-bottom: -15px;

added the 15 pixels to the right and bottom of the open window as white
space. I personally think this is better than unneeded scroll bars, but like
you mentioned in the final paragraph, this can cause problems in a tight
situation.
