Neither of which the site is actually doing, the two options are

--- report that the file is an MS Word file (or whatever it really is)
--- report that the file is a collection of bytes in an unknown format

If the former then it is up to the configuration of the user's browser
as to how the file is handled. If the latter then the user is forced
to manually deal with it, rather then using the default that the user
has already set.
