so then what was your question?

you cannot do anything with PHP unless PHP is installed. uploading a
site via FTP is the same on windows as *nix. if you do nothing but edit
plain html/javascript/css (i.e. no server side) then you do not have to
use ASP. if you can do SSI's without having to learn ASP.

if you do need server side scripting capabilities, install PHP or learn
ASP.
