With command line access you can use attrib, but this won't allow you to
add/change account/group access. Via Windows Exploder you right mouse click
on the target directory or file(s) and select Properties. Look for the
Security Tab. There you can add/change/remove users and groups & their
permissions.
You probably need to add read/write/modify access the IIS web server
account to the target directory.
