which I didn't understand at all.

I have never heard of this requirement before and neither has the W3C.
What improvements are achieved (or recommendations satisfied) by moving
the <map> tag to the <head> when its main use is to house one or more
<area> tags that are in turn linked to an <img> imagemap *inside* the
<body> of the document ?

Yours puzzled (but interested to see if I've been missing something good)
