All three big browser co.'s have a Web Standards Project email address
to be used to report bugs. See the list:

Because CSS3 is nowhere near being "standard". Most of it is still in
vague working drafts. Some of it is still pie-in-the-sky dreaming. The
latest CSS "standard" is the level 2 recommendation (2.1 being a
revision, and still a working draft).

The proprietary extension was added so that if "opacity", for example,
becomes standard, but somehow differs from Mozilla's implementation,
things won't break.
