[thelist] IE shows page unstyled until refresh

I've been scratching my head over this one for a couple of days....

Using Win IE5/6, take a look at http://jabberstudio.org/

Ignore the fact that the page is written in Tag Soup, and don't
complain to me about it, because it's not my page. I'm just trying to
help the author get rid of a bug because it annoys me when I visit the
site.

Click the logo in the upper left corner.

Refresh.

Repeat.

Click other internal site links. Refresh.

See how the styles come and go? If you click on any internal links, it
seems that the stylesheet doesn't get loaded. But if you hit the Refresh
button on your toolbar, the styles are loaded.

To complicate matters, the page and stylesheet are both dynamically
generated from PHP. I suspect that this is a factor, and that under some
unknown (to me) circumstances, the program that generates the stylesheet
is flubbing. The site uses a template engine, and will eventually allow
users to have per-user customized styles (hence the dynamic generation
of the CSS).

But the big question is -- what is IE doing differently when you click
the link and when you refresh?
