AFAIK, support for the the URL value of "cursor" is only supported by IE 6/Win and, I believe they have to be made using an icon creation program, too.

There is also the distrusted (read why:<URL:http://www.wired.com/news/privacy/0,1848,52985,00.html>) Comet Cursor:
<URL:http://cometzone.cometsystems.com/>

Although I do not recommend using them, I thought you might like to know the options available.
