[thelist] site check: window width weirdness

this is an "interim" template for our site redesign, supposed to be more or
less invisible, until designer comes up with something with more of a
"signature style". the major change that's going on here is that all of our
pages are slowly being converted into a template-based system with CSS for
font formatting, which is accomplished using SSI (currently, pages are
static and in about six different visual styles. grr.)

on average, the new template cuts page weight about in half, is fluid, and
allows global changes by editing only three includes.

the problem i'm running into is that this supposedly simple, low-profile
template is one pixel off (on the grey bar between the white and light grey
separators) when the window gets to be about 90% of screen width, or on some
mac browsers. this seems to be independent of resolution.

screen cap of the error is at www.nlcnet.org/beta/error.jpg (~12k)

i'm at that like total burnout point from staring at this code daily.
anyone wanna give me an idea what's happening here?

also, is there any way to keep the heading images ("about us", etc) from
wrapping w/ small window size, other than adding another table? standards
aren't an issue, since this is a temporary design, but looking right in NS
4.7 for Windows is.
