It's impossible to tell without an URL, but it sounds like your
webserver isn't sending the appropriate Content-Type header. Gecko
doesn't load CSS sent as anything other than "text/css" in standards
mode (which you defeat by placing the <base /> before the DOCTYPE, or
removing the DOCTYPE altogether).

So most likely, it has nothing to do with your <base /> element at all.
