At the moment, yes, since following the standards while keeping an eye on
what actually works in common browsers is a bit of a black art.

I'd say it would be possible to create a commonly-accepted certification
standard only after the technical expectations of browsers and standards
compliance become more predictable. For now, a "good" web developer is
someone with a keen sense of the historical trends of web technologies, a
feel for what's coming down the pipe, and a working knowledge of what
works *now*. Also, they should typically be either a .Net ninja or a unix
champ, though honestly I have never met anyone who was both in any
meaningful way.
