Nevr seen this is in use...

we've done a fair few financial sites, where T&C's disclaimer etc. is a
must.

1. Use server side to make sure they have accepted the disclaimer - how will
you check otherwise for incoming links/bookmarks?

2. If i am often visiting the site - do i want to scroll down every time?
