A lot depends on which engines you're targeting... SEO techniques vary for each.

There are different goals too: get a particular engine to point to a SWF
for a particular term, or pulling links or text out of a SWF. The latter is
pretty easy for search engine companies now*, but Google and others have
pointed to SWFs for a long time.

The Google term "'search engine optimization' 'macromedia flash'" pulls up
much advice. Some of it is likely outdated, but could point to various
goals for various engines...?
