"swapDepths" does do Z-order shifting of "movie clips" (encapsulated
files). This is usually used at runtime, to do depth-sorting based on
interactive response or external data.

If you're working this in a single file during authoring (ie, if you're
actually working with "layers" proper rather than layering different
clips), then just drag the layers in the timeline.

If you're instead trying to switch the depths of different objects in a
single layer during authoring, then use the "Modify" menu to arrange
forward/backward relationships.
