nope, it's been available since js1.1 -- precisely the same amount of time
that the moveTo() method has been available.  however, passing the values in
the third argument won't cause an error whereas calling the moveTo() method
without first checking if it's supported will cause an error.

the focus() method on the window object was also introduced with js1.1.  so,
it's good to be in the habit of checking for support of that method before
calling it.  whether or not the environment requires a certain level of
javascript support does not mean you should skip the method support check.
it's better to form the habit and have code that'll degrade to js1.0 clients
with as little work as possible should the need ever arise.

this is all personal opinion, but hasn't failed me in the past 5 years.
