Running "php application framework" through Google [1], I came up with
the following:

BlueShoes [2]
(The site seems slow, which I'm hoping isn't a reflection on the
framework)

"BlueShoes is a comprehensive Application Framework and Content
Management System written in PHP 4. It offers a lot of functionality
that does not come with php itself.

     * Built for and with PHP 4
     * Application Framework
     * 140 classes, 133'217 lines of documented code
     * Object-oriented code
     * Well documented using PhpDoc (like JavaDoc), Manuals and HowTo's
     * Stable code using an automated testing environment (PhpUnit)
     * Available with opensource and commercial license"

PHPApp [3]
"The goal of the phpApp Project is to provide commercial-quality web
server solutions based on the PHP platform that are developed in an
open and cooperative fashion."

Plankton [4]
"Plankton is a Web Application Framework - an integrated collection of
classes that provide the building blocks and underlying architecture
for an entire web application - for the PHP scripting language.

Plankton consists of both a general-purpose class library, which
provides the basic building blocks of a PHP web application, and
framework-specific classes, which provide a streamlined architecture
for PHP web development. "
