first, can you please make it a point to trim all the unnecessary bits from
the message you're responding to.

now, moving on to your reply.

unfortunately, this approach will end up causing more problems than it'll
solve.

1)  your forms are now effectively useless to users that
    don't support javascript or have javascript disabled.

2)  those users that do support javascript will find that
    if they click the back button to return to a form
    they filled out previously that any data in select
    boxes will no longer reflect the selections they made.

3)  the code you provided, though it won't throw any js
    errors, will not work with nn4.  for that browser you
    must execute a page refresh to see the newly added
    option.  unfortunately, you don't wanna perform a
    page refresh for any other browser as that will reset
    the entire form.
