Ummm....the answer is actually "yes" or "it depends". Many/most DSL
systems use PPPoE, which assigns an IP address every time the user
connects, much like dial-up. A new connection will occur every time the
user reboots their machine (excepting the case where a DSL Router is
being used, which will generally keep the connection open for much
longer, *and* might have several machines behind, much like someone's
LAN/intranet example).

You can also have a static IP address using DSL.

Erg...(steps back from keyboard, reminds self that this is a web
development list, not IP networking).

Perhaps a more appropriate thread would be "Web privacy issues and
tracking down 'anonymous' comments".
