Couple of quick points that may help:

a) It would be c:\webdownload not c:/webdownload

b) Did you try using rm.exe (or even just c:\>del c:\web* from a command
prompt) rather that attempting to delete the folder from Explorer? Consider
also rebooting your machine as the folder may be in use (by some process
that hasn't quit).

c) If you're running NT/2k/XP you need:

chkdsk c:\ /f

The OS will tell you that the volume is mounted, so do you want to schedule
chkdsk next time the machine boots? Click "yes", and reboot

d) If you have WinXP Home/Pro you can use System Restore to go "back" to
some previous point in time.
