Maybe also an attempt at peer pressure to encourage general standards
compliance? (As a veteran of the browser wars, I will beat that drum all day
if you let me.)

And also to show visitors one is making a good-faith effort to make one's
content available to them and without dictating what
equipment/platform/software they must have?
