you'd also have to have some sort of client-side plug-in or something to
capture the file off the user's system and send it to the server.  in html,
the file input is the only thing capable of doing that.  and, you can't
style the file input hardly at all.  it will always retain that grey (or
whatever color the user has set for buttonface on their system) color.
screwing with it and trying to use a text input and a regular form button
will result in a file input that will not work.  sure, the server might
think it's getting file uploads, but they'll all be 0kb.  been there, done
that, got the f*cking t-shirt.

then make it a two column, one row table with the text input in the first
cell and the button in the second.

perhaps they've never actually tried to do this.  in theory it certainly
seems doable.  then again, maybe they have plans to use an external
component.
