obviously, you're missing one of the following:

http content-type field: 
hdr>Content-type: text/html
(should appear in the headers of the web server response)

xml declaration (notice the encoding attribute): 
<?xml version="1.0" encoding="iso-8859-1" ?>
(should be the first line in your markup)

html "meta" element:
<meta http-equiv="Content-Type" content="text/html; charset=ISO-8859-1" />
(should be in the <head></head> block)
