There are lots of countries, and even within a single country there is
often variance in styles of number, not to mention styles changing
(such as most UK numbers gaining an extra digit on the area code a few
years ago). Additionally, users don't like using multiple fields for
single bits of data.

The best option is generally to leave it free form, possibly with a
seperate field for the international dialing code.
