evolt does this

e.g.
http://evolt.org/article/Search_Engine_Friendly_URLs_Part_II/17/17171/index.html

all our articles are indexed this way in search engines

but wait, there's more  ;o)

long urls (caused by excessively long titles, but that's a different rant)
will wrap in the body of most email messages

so for "tiny url" purposes, use the short version

e.g. http://evolt.org/article/foo/17/17171/index.html

you can put anything you want there where the title is supposed to be
