[thelist] what are your opinions on using frames?

Yes, but I bet you have a nice big monitor :) What if you were stuck in
front of a 15 inch, or because of poor vision you like to zoom your
text? If the navigation is fixed in the top and left (my requirement in
this case) - you'd end up seeing less copy and will have to constantly
scroll... Something like Amazon's top nav takes about a third of the
screen real estate on 800x600, if they weren't using images for tabs,
enlarging text size to 200% would make the banner take up 1/2 - it would
come down to a personal preference at that point and I would chose
against fixing the top nav (frames or no frames) and perhaps provide
alternative 'niceties' like duplicating useful navigation on the bottom,
or links to scroll to top, etc.
