The pictures may be required as the intention is manipulation of audience feelings, try stylising the pictures, paint over the photos in photoshop, opaque them or make them semi transparent and embedded in the overall feel of the page

   What exactly is the issue? If it was anything to do with identifying the 
child as an orphan, the head shot is not going to make any difference - and 
unless there's other identifying information there as well, I can't see 
that pictures of kids are any problem.
