Create a shortcut to the .exe file for the browser of choice and place
it in the "SendTo" directory and it will show up on the list when you
right click on a file name and choose Send To.

Win98 it's at C:\WINDOWS\SendTo
>From memory, ymmv:
Win2K:  x:\Documents and Settings\MyUserName\SendTo
NT 4.0:  x:\WINNT\Profiles\MyUserName\SendTo
