Can you enlighten me as to:

1. where I would find code like this?  Is there a good resource for CSS code
that you know of?

2. why would you strongly recommend not doing this?  Very curious to
understand the usability issues involved.

The 'border' you are seeing is in fact an 'outline', and is an
accessibility feature, very useful for people suing keyboards or
similar input devices to navigate a page.

If it annoys you, you can disable it for your personal use by going
into the preferences of your IE > Keyboard Accessibility.

You can also 'kill' that feature for others
a:focus {outline:none}
But I would **strongly** recommend against doing this.
