Well, for mailing lists, there's [xhtml-l] "XHTML-List" for XML/XHTML 
issues, [css-d] "CSS-Discuss" for CSS issues, [wd] "Web Design-List" for 
general web design, [babble] "highfivebabble" for lower traffic general 
web design, [wdf] "Web Developer Forums" which have gone from really 
high traffic to quite low only recently, [wdf-dom] for DOM related 
stuff, JS-Jive for JavaScript related issues, [JavaScript] 
JavaScript-List for further more JavaScript, and lots of XML, PHP and 
other backend technology lists that I haven't taken an interest in.

Then there's the web based forums, where perhaps the largest is cf, 
codingforums.com.
