If this is to run on Win/IIS, then ASP.Net beats PHP and Python hands down.
If you need it to run on other platforms, or via other webservers, then it's
a different proposition.

There are more full time ASP.Net developers out there working on internal
websites than PHP developers, so more companies will have "in-house" support
expertise. ASP.Net has a far better programming environment, and developer
tools than, say, Python...

Sorry, I just have to laugh when someone says "we should develop out Win/IIS
application using Python"
