We recommend ISAPIRewrite to our clients for a full URL rewriting engine
on IIS -- it's the most stable and useful we have used.

If you are looking to remove file extensions from the URL on IIS for
search engine persistence (ASP to ASPX migrations won't kill your
listings, etc.), security, and content negotiation (give users multiple
files for language or image type, and then negotiate based on browser
