10 minutes tinkering indicates that IE won't do a full border unless you 
specify display: block,  My guess is that IE won't apply full borders to 
inline elements such as <a>.
  Interestingly IE6 seems to understand display: inline-block which means 
you can have your borders and horizontal spacing.

The way I normally get a nav menu with block borders is by using a <ul> 
and styling the <li>.
