Seen this phenomenon myself a few times, last time was the father of a 
college acquaintance who decided to go with a local "rip-off" webdev 
company rather than myself, and ended up paying ~£10K for a few 
EMCAScript coupled pages and supposedly professional photographer, who 
ended up using a £200 digicam to take rather sub-par shots of the 
business.
Took me a while to get over the stupidity of that one, but in the end I 
just laughed at their stupidity, still makes me laugh to this day.
