Haven't paid attention to this since I was involved in online game 
sites.  Guess coppa.org became:
http://www.ftc.gov/kidsprivacy/biz.htm

Cursory reading suggests that all sites that collect personally 
identifiable are covered, though the "knowingly collect information 
from kids under 13" seems like a loophole that might apply to most of 
our clients.

What's the consensus today on the law -- do we just apply this to 
educational and kid targeted sites, or do we still cover ourselves with 
an "I'm <13" checkbox and turn down the form collection?
