I think you obsess a little too much about these 404s. If you're going to
block every user agent that generates more than a few dozen 404s, I don't
know what you're going to do when you start getting a few hundred thousand
page views/month (or more).

If you have something set to send you an email every time you get a 404, I
can understand that a flood of email is not very enjoyable. Consider using a
database instead (and perhaps including some kind of governor, that stops
logging if more than "x" errors have been generated in "y" seconds).
