[thelist] web-based collaboration software

Our local chapter of the Sierra Club wants to put up a web-based
collaboration package to monitor action items, host discussion threads, etc.
We need it to be free, and it would be better if it were hostable under
Micro$oft.  (I'll shoot myself tomorrow, I promise.)

Any suggestions.
