yep. this i know. i'm trying to tidy up the inputted text from a form (in 
particular, one where people submit stories that are most likely first 
written in Word).

nope. i've been checking the output *prior* to pushing it through *any* 
post management functions, and any character outside the standard html 
entity chart is being returned as a question mark.
