WordPress is a good PHP/MySQL option - more blog-oriented than Drupal, but
the PHP is easily comprehensible and the output is standards compliant by
default (XHTML 1.0 Transitional, 504).  I was pointed to it some weeks ago
from someone on TheList, and found it very easy to learn.  Plus the admin
interface is very simple and clean.

If you don't mind tables-based layout, Mambo OpenSource is excellent.
Active development community, many components available (some free, some
commercial), WYSIWYG editing both front and back end.  DevShed.com is a
major site that uses Mambo. (They're moving to table-less output in next
version, btw).
