That sounds like a fairly basic operation with just about any video editor.
I think you could just find the EXACT moment that the "bleep and hiccup"
occur and cut them out. If you were/are on a Mac, there are a number of
options, such as iMovie, Final Cut Express or Final Cut Pro, etc. I think
that whatever video software bundle that comes with Windows is even capable
of this? I cannot see the video so it's hard to say what the best way to
fix this would be. I'd say cut the "bleep" for a split second, or cut a
split second of sound out that contains the bleep. Do the same for the
video if possible. Take a look at <http://www.versiontracker.com> and do a
search for video software, and read the descriptions of the applicatiosn the
search returns. There should be a demo application that you can user as a
demo to fix your problem.
I am not familiar with Pinnicale 8, but is it possible to break the video
and audio file up into 3 parts.
Part 1 - from second 1 to second 23.59
Part 2 - from 23.59 through 24
Part 3 - from 24.01 through 150
Then place parts 1 and 2 back together, leaving part 2 (the part with the
"bleep and hiccup") out of the timeline? Just a blind suggestion. This is
something that I could do in 5 minutes using iMovie, so maybe Pinnacle can
do this too?
Good luck
