Maybe this is a stupid suggestion, but how about a binary string as in Unix?
I.e.
00001 would equal
Water: [ ] River [ ] Lagoon [ ] Pool [ ] Sea [x] Other
11010 would equal
Water: [x] River [x] Lagoon [ ] Pool [x] Sea [ ] Other

If you really want a decimal, then evaluate the binary.  Though it seems
unnecessary.
