False.

You do need a web server, but that server will never run ColdFusion code.
Instead you register (or the ColdFusion installer registers) ColdFusion as a
mime type that is passed to the CF application server.  ColdFusion processes
the CF code and returns HTML to your webserver, which sends it back to your
browser.
