I think you should blame windows. PHP, MySQL and Apache, run great on
Linux, but on windows...

My advice is:

Take some old machine (30% power less than on windows) and install any
Linux distribution (If you have never done it before, you can learn or
have somebody do that for you, it is very easy, easier than windows).
Than run PHP, MySQL and Apache and never have any problems with your web
server again.
