Here is what I was told by a friend who runs a very successful SEO
company.
Don't use WebCEO, WebPosition or any of those software packages, they
used to work fine, but they are seeing that not only is Google baning
domains using this software, but other search engines are doing the
same.  What they do suggest is rather then submitting to everyone out
there, that you submit to the big four as they are the only ones "that
are driving qualified traffic" and most of the rest are pulling results
from these 4.

The four are:
1. Google
2. Yahoo (directory and organic)     
   http://www.content.overture.com/d/USm/ays/sm.jhtml
3. MSN (Yahoo and Overture for now but launching new 2005)
4. AOL

specifically in their guidelines:

"Don't use unauthorized computer programs to submit pages, check
rankings,
etc. Such programs consume computing resources and violate our terms of
service. Google does not recommend the use of products such as
WebPosition
Gold that send automatic or programmatic queries to Google."
