With that point of view, I'd have to agree really, in which case the 
CSS :after pseudo-element would work best, unless IE ignores :after 
like it does some other pseudo-elements, it's why I suggested using 
this first before suggesting using a server side script to modify the 
actual page contents, as adding title attributes would be more along 
the lines of adding meta data, which Google might not even be inclined 
to pick up on anyway, but other robots (I use robots in the sense of an 
automated piece of software for parsing a document, in which case the 
browser can fall under this classification too, pre-document-viewing) 
may make use of such information.
Just a "be aware of" point really, rather than a "do this, not this".
