We work in a very niche market and want to create incentives for other firms
in our industry to sell our products. So we are not really targeting the web
at large, and all we need is a service that can track our affiliates for us,
in specific can help us track sales originated by them.

Before you put in a lot of effort into this - i would like to point out 
that affiliate networks are an idea of the past. Nowadays with google 
being so good small website owners are unlikely to make as much money 
out of it as they might have in the past.
