1 :-) -- if that page contains multiple page elements that change
asynchronously, or the customer requires maintaing an audit trail/
revision history for multiple content providers. Or, or, ...

Seriously, a raw "number of pages" is a pretty vague indicator of
requirements.

And besides -- most sites have only 2 or 3 "pages" anyway -- an
entry page, contents page, detail page -- right? You do one template
for each and flesh it out with different content and it becomes 20
or 30 or 100 or 1000 "pages". And each page has some common elements
and some distinct elements.

Also, storing content -- any amount -- in a CMS gives you a lot more
flexibility when it's time to redesign, or when you need to repurpose 
(use in a print brochure, create a PDA/phone-friendly version, etc.).
